Bedford County Animal Control

BCAC Staff:

Director Jack Cooper

  • Jack Cooper has served as Bedford County’s Animal Control Director and chief humane investigator since 2014. He has over a decade of experience in animal control services, humane law enforcement, and shelter operations.
  • Jack is a graduate of Chattanooga State Technical Community College, with additional college coursework in animal science and criminal justice. He has completed the National Animal Control Association Academy, and the University of Missouri LETI National Animal Cruelty Investigations School. He is a Nationally Certified Animal Control Officer, Certified Humane Animal Investigator, Certified Animal Euthanasia Technician, and permitted Animal Damage Control Operator. Jack also completed the Federal government’s Agricultural Emergency Response Training course at the DHS/FEMA Center for Domestic Preparedness and Auburn University College of Veterinary Medicine.
  • Jack created the Special Tactical Animal Rescue team in 2015, and serves as team leader. In addition to his duties at BCAC, Jack serves as commander of the Bedford County Disaster Animal Response Team.


  • Deputy Director Maria Hughes

  • Maria Hughes serves as Deputy Director of the Animal Control department. Maria is a graduate of Middle Tennessee State University, with a Bachelor of Science in animal science. Maria completed the National Animal Control Association Academy. She is a Nationally Certified Animal Control Officer and has completed her Certified Animal Euthanasia Technician training. Maria is BCAC’s primary rescue coordinator, a Special Tactical Animal Rescue team member, and is cross-trained as a veterinary assistant. In addition to her duties at BCAC, she is the Companion Animal leader for the Bedford County Disaster Animal Response Team.


  • Sergeant Josie Lowery

  • Sgt. Josie Lowery is the senior Animal Control Officer at BCAC. She has completed the University of Missouri LETI Professional Animal Control and Enforcement school, the University of Missouri LETI National Animal Cruelty Investigations School, and the Animal Control Training Services Officer Safety for Animal Control Professionals training course. She is a professionally trained Animal Control Officer, Certified Humane Animal Investigator, and a Certified Euthanasia Technician. Josie is a member of the Special Tactical Animal Rescue team and assists in the clinic. . In addition to her duties at BCAC, she is the Assistant Commander of the Bedford County Disaster Animal Response Team.


  • Dr. Sara Cooper, DVM

  • Dr. Sara Cooper is the Veterinary Medical Director for BCAC. Sara is a graduate of the University of Tennessee College of Veterinary Medicine. She has over a decade of experience assisting animal shelters and working closely with Animal Control agencies. Sara is in private practice in Nashville, volunteering her time and services to BCAC at no cost. In addition to her duties at BCAC, she is the Veterinary Medical Officer for the Bedford County Disaster Animal Response Team.


  • Animal Control Officer Kim Council

  • Kim Council is an Animal Control Officer at BCAC. Kim is a graduate of Nashville State Community College, and has completed professional training with BCAC and Bedford County Sherriff’s Office.


  • Animal Care Technician Chelsea House

  • Chelsea House is an Animal Care Technician at BCAC. Chelsea is an experienced animal care provider, having worked in the kennel and shelter environment for the last few years. Chelsea is the primary cat caretaker at BCAC, but helps out throughout the shelter and clinic.


  • Animal Care Technician Sydney Molloy

  • Sydney Molloy is an Animal Care Technician at BCAC. Sydney is a college student and serves as the primary dog caretaker at BCAC. She is also a professional dog walker.


  • Animal Control Assistant Regan Richardson

  • Regan Richardson is an Animal Control Assistant at BCAC. Regan is a graduate of Motlow State Community College, and is continuing her education at MTSU. Regan assists with a variety of tasks throughout the shelter.


  • Volunteer Coordinator Pam Phelps

  • Pam Phelps is the Volunteer Coordinator at BCAC. Pam has many years of experience helping homeless pets and volunteers her time at the shelter or wherever she is needed. She coordinates community service and other volunteer activates for BCAC, and assists in the office daily.
