The property assessor is responsible for the evaluation of all real property, the cadastral mapping of the county, valuation of all business personal property and maintaining ownership records. The property assessor prepares the tax rolls for the trustee and all the municipalities.
The assessor determines the value of all property in the county, whether real, personal or mixed, including mineral rights, leaseholds and all other property except property of public utilities valued by the State. The Assessor maintains the property tax, maps of the county, and keeps current indexes of taxpayers; including a description of the property on the tax, and books sufficient to identify it. The Assessor also reports assessments to the local and state boards of equalization. Taxpayers who feel that the assessor has placed an unfair value on their property may appeal to the local board of equalization and then to the State Board of Equalization.
The Property Assessor is elected, at large, for a four year term. The present Assessor is Ronda Clanton, who has served Bedford County since September 1, 1996.
Ronda Clanton has been the Assessor of Property for the last 13 years from1996- current. She has received her (TCA) Tennessee Certified Assessor designation and also the Certified Public Administrator designation. She has currently been appointed by the State Board of Equalization to serve on the Assessment Appeals Commission. She has served as President of the Middle TN Assessors Association, President of the TN Chapter of the International Association of Assessing Officers, President of the Shelbyville/Bedford County Chamber of Commerce and the Chamber Board, the Leadership Bedford Board and the Legislative Committee for Assessors. Ronda is married to Randy Clanton who works for Shelbyville Power Water and Sewerage Systems. They have four children, Ryan Helton, Randy Helton, Casey Clanton and Drew Clanton. She and Randy are members of Fair Haven Baptist Church.
Organization
The office of the Property Assessor is organized into several divisions: Property Appraisal, Data Management, Verification, Cadastral Mapping, Greenbelt Appraisal and assisting the public with their needs.
Property Appraisal
The Property Appraisal Division appraises the value of all property in the County. Responsibilities within the Division are further divided into four sections: Residential & Farm Real Property, Commercial Real Property, and Personal Property.
Staff positions are as followed:
- Mark Lamb: Residential, Farm, and Commercial property appraiser. The appraiser is responsible for appraising the value of all residential, agriculture, farm, commercial and industrial properties.
- Shirley Ruffatto: Office manager, Personal Property Appraiser.
- Patsy Cook: Personal Property
- The Office Manager is responsible for overseeing the administrative operation of the Assessors office. The Personal Property Appraiser is responsible for evaluation of all business personal property in the City and County.
- Lisa Sanders: Data Management. The Data Management is responsible for maintaining all Bedford County's property assessment/tax records on the State Comptroller's mainframe.
- Connie Cook: Cadastral Mapping The Cadastral Mapping division maintains current digital maps (GIS) of official property lines, public right-of-ways, City annexations and other features, and maintains databases of transfers of properties and alterations of property lines.
